OPERATING SUPPORT SYSTEMS (OSS) FOR PUBLIC TRANSPORTATION OF PASSENGERS

Operating Support Systems (OSS) are authentic, Integral Management Systems for transportation companies that involve all areas of business, offering information in real time and the subsequent analysis of collected data.

GPS tracking is used at the heart of these systems and is linked with data transmission by means of a communication system, generally radio. This provides a tool that enables the positioning of the resources (vehicles, personnel…) and incident detection, on a GIS (Geographical Information System) map. The Operating Support System (OSS) is complemented with user information systems such as outer or inner vehicle panels and user information via WEB and mobile telephone. PUBLIC TRANSPORTATION MANAGEMENT SUPPORT SYSTEMS TO MEET PASSENGER DEMAND
GMV offers solutions that make it possible to adapt transportation to traveler demand in order to improve the effectiveness and profitability of public transportation in rural areas. Accordingly, connections between populated areas become available on-demand (i.e. The clients call a toll-free number, and the buses stop only in those points where a demand for service exists.). The solution consists of a technological platform operating in real time. It includes on-board systems with GPS receiver and GPRS modem, interactive user information panels, Web tools for making reservations, etc. The first system of this type was installed by the Regional Government of Castilla y León (in its 9 provinces). It is a novel, pioneer service in Europe that makes it possible to improve the quality of life in the most isolated areas.

After the success achieved with the development of OSS systems and considering the high level of specialization attained in the necessary technologies, GMV has extended its solutions to another type of fleet and a different range of clients: snowplows, forest vehicles, tow-trucks, garbage trucks, taxis, and cargo transport vehicles among others.



GMV offers solutions adapted to the specific needs of various types of vehicle fleets with the common objective of optimizing the use of the human resources and available materials as well as controlling the activities and associated operational expenses. All this is done using HEGEO®.

SERVICE MODE FLEET MANAGEMENT SOLUTION, MOVILOC®
GMV also provides positioning services (ASP mode) to manage fleets using the online Moviloc® services operator. These services are based on the PalView® platform developed by GMV.PalView®enables vehicle positioning services support, integrating GIS, GPS, GPRS and WEB applications technologies.

Moviloc® is a powerful and complete fleet management and tracking service that provides the tracking data and the route and service reports needed by the client for daily management and better fleet investment decision-making capabilities. It works via secure, quick and comfortable Internet access, and there is no need for our clients' to invest in communications infrastructure, equipment or control centers.

Moviloc-BUSMoviloc® is GMV's answer to the passenger transportation industry’s need for a simple fleet management solution on a WEB platform. These pioneer market solutions are installed in 450 buses of the Transportation Consortium of Asturias [Spain].

ELECTRONIC TOLL SYSTEMS
The new tax and traffic control policies that seek to alleviate problems with financing, congestion and pollution have aroused enormous expectations in central and local administrations. GMV has extensive experience in the research and development of advanced electronic toll collection (ETC) systems based on satellite positioning (GNSS), which make it possible to apply the necessary payment for use (road charging) or payment for congestion (congestion charging) policies in a flexible manner.

The main objective of the solution developed by GMV is to guarantee that charges to vehicles are not affected by occasional errors in the positioning system. In other words, it seeks to guarantee charging integrity. The system then provides irrefutable and auditable evidence that justifies the amount to be collected, limiting the probability of justified complaints and assuring that it will stand against waiver.

GMV's mobile GNSS device, ALLROAD® Integrity, is based on GPS and EGNOS. In addition to providing the approximate position of the vehicle, like any commercial GNSS receiver would do, it also provides what we call a Protection Radius. The Protection Radius defines a circle around the position. The real position of the vehicle is guaranteed to be in this radius with a probability of nearly 100% (1.-1.10-7).

GMV's solution considerably reduces the cost of a GPS toll system, making the use of this technology viable, so it can be applied to urban congestion control systems or even general use national toll systems.






STREET PARKING MANAGEMENT
GMV provides a centralized parking management system regulated by means of parking meters, which are monitored remotely in real time by SISGAP. This system is composed of:
· Communication System: Functioning between the parking meters and the central server
· Central Server: Receives information from the parking meters, sends the information to the local and remote operator positions and sends the operation and configuration commands to the parking meters
· Operator Positions: Enable the monitoring, control and configuration of the entire system
· Management module for street agents: Allows the agent to have a terminal for querying, which exchanges information with the central server

This system contributes a series of benefits not only for the parking service manager but also for the City council:
· It displays information on the system components (parking meters, alarms, occupied positions) on a map
· It shows whether parking spots are occupied or not
· It shows collection by zones or parking meter
· It allows statistical data to be queried
· It allows parking meters to be remotely controlled

It also allows the parking service user to access information in real time to find out whether the parking zone where he or she desires to park is occupied or not. This is done via SMS mobile messaging or an Internet connection.


RAIL TRANSPORT – SAE-R®
With SAE-R®, GMV has transferred its extensive experience with public transportation Operating Support Systems for buses in order to offer modern support solutions for the management of railway transportation. The incorporation of the most modern positioning technologies, GIS, and mobile communications, makes it possible for GMV to offer a complete range of passenger service and information control, management and regulation functions.

GMV’s OSS railroad solution, SAE-R®, allows urban and interurban operators to have an integral system for transportation planning, management and operation. The system figures location using GPS, odometer and beacons, a 24/7 control center, real time communications between vehicles and the control center and planning, management and operation tools.

MARITIME TRANSPORT
In the maritime transport sector, GMV develops and provides diverse systems and solutions:

AIS Systems (Automatic Identification System)
IMO (International Maritime Organization) requirements established that, starting in 2004, all SOLAS (Safety-of-Life-At-Sea) international traffic ships of gross registered tonnage equal to or greater than 300 tons must have built-in AIS (Automatic Identification System) mobile stations.

The AIS system provides a means to increase the safety of maritime traffic by way of data transmission flow. It is also a "black box" which stores relevant navigation data that will definitely contribute to clarify the cause of certain problems and, consequently, contribute to their future resolution.

GMV deploys coastal networks of AIS base stations. These systems make it possible to receive, process and distribute the tracking information that the boats transmit through their AIS terminals in accordance with requirements established by the International Marine Organization (IMO).

GMV's solution is comprised of base stations, navigation support devices, ship transmitters and control centers. Its functions include:
· Navigational support: reading of position, speed and direction of the ships; weather data; DGPS corrections; positioning of buoys and other existing navigational supports.
· Monitoring of traffic from the control centers or via Internet.
· Compliance with IMO standards and IALA recommendations.

GMV is responsible for the deployment of AIS base station coastal networks for Puertos del Estado [government-owned ports] and Ports of the Regional Government of the Canary Islands in Spain as well as for the port authorities of the Azores and Madeira islands in Portugal.


DGPS coastal networks
Also, in the area of maritime transport, GMV integrates coastal DGPS corrections transmission systems according to IALA/RTCM standards. These systems rely on transmitter stations set up in diverse coastal points, control centers, and GPS and communications equipment on ships.

Each DGPS Station has 2 reference stations, 2 integrity monitors, a control computer, a communications system (RDSI or GSM), an uninterrupted power supply system and a marine radio beacon. The system has been designed in a redundant configuration, guaranteeing it robustness in the case of failures and creating an autonomous system.

All monitoring and control operations can be performed on site from each one of DGPS stations and remotely from the control centers, from where the differential corrections transmission service parameters and variables can be modified. Furthermore, the system has computer applications that permit the automatic recording of GPS data.


Maritime Tracking and Monitoring Systems
· Communications system for sea fishing inspection and surveillance: This system equips the organizations and agents performing inspection and surveillance with the necessary tools to exchange information and to support their operations. Comprised of a control center and a variety of user terminals (fixed and mobile - PDAs -), the system allows the user to create, edit and publish new forms or

specific information requests to the network. It is also possible to download already existing inspection certificates. All this is done in real time, which contributes to an increased effectiveness and keeps inspections from being duplicated. It also allows access to information over the Internet.
· Emergency and support management system for search and rescue operations: This system coordinates the search and rescue operations in the maritime environment from the control center. It also allows connecting to the already existing maritime traffic control systems, which together with the implementation of a geographic information system enable support in case of emergency.
· Maritime and river traffic management system: This system manages different aspects of fleets of ships used in the transportation of goods and passengers:
o Navigation aid: positioning, course and speed
Traffic management: ships monitoring and tracking; collisions detection
o Determination of navigation channel: bathymetric exploration
o Information about navigation conditions: measurement of different variables (pressure, temperature, volume, level)
o Safety: response to ship alarms
o Cargo management, intermodality, traceability: tracking of stocks in real time, coordinated performance for different means transportation, traceability of valuable, perishable or singular items
o Optimal resource management: tools for the schedule management, sign in/sign out and human resources and materials

RESEARCH PROJECTS
Among GMV's R&D activities in the transportation sector the following projects are of special prominence:

This project revolves around two concepts. On the one hand, it takes advantage of the data integrity attained by using EGNOS and Galileo as opposed to GPS to implement positioning services that would not otherwise be viable; on the other hand, it provides these and other services through a single user device and a centralized infrastructure. Advantis can be applied to those activities where data integrity is critical in terms of responsibility, whether legal or commercial.
(Active Road Management Assisted by Satellite).
This project aims to demonstrate the viability of an intelligent navigation system, which is based on GNSS (especially EGNOS), GSM and GPRS technologies, for cars. The project's objectives include: improving car navigation security, turning traffic control into an attractive and realistic activity and providing a competitive solution for automatic payment based on satellite positioning systems.

This project proposes an exhaustive classification and study, technical as well as financial, of the regulatory and legal aspects of all types of applications and services based on satellite positioning systems. More specifically it focuses on Galileo within the highway sector.

This project is part of the joint initiative of the European Community and European Space Agency (ESA) to predict, monitor and evaluate natural dangers and man-made disasters. The project's objective is to develop a service that will provide integrated information on the position of ships in specific zones with the purpose of helping EU member states in all the activities related to maritime safety and

navigation. The main value of MARISS is the integration of diverse sources of intelligence, SAR (Synthetic Aperture Radar) and high-resolution optical satellite images, terrestrial radar and AIS for the purpose of identifying ships and therefore obtaining an image of the situation in the area of interest.
